第一章总 则
Chapter One: General Rules
第一条为全面提高留学生综合素质，培养勤奋好学，积极向上，遵纪守法，品学兼优的国际人才，根据《学校招收和培养国际学生管理办法》（教育部、外交部、公安部第42号令）和《东北林业大学章程》等相关规定，结合学校实际，特制定本办法。
Article 1: The provisionsare specially formulated in accordance with Regulations on the Administration of Higher Education Institutions Admitting International Students issued by the Ministry of Education, the Ministry of Public Security and the Ministry of Foreign Affairs, Regulations of NEFU and the current situations at NEFU to improve the comprehensive quality of international students and cultivate hardworking, positive and excellent international talents.
第二条本办法的奖励对象包括我校在籍的外国留学学历生和进修生。
Article 2: International Postgraduate Students, International Undergraduate Students and International Non-degree Students are included in the rewarding system.
第三条留学生评奖工作遵循公开、公平、公正的原则。评选及奖励时间为每年秋季学期开学初。
Article 3: The reward evaluation process shall follow the principles of openness, justice and fairness. The time of rewarding is at the beginning of every autumn semester.
第四条留学生奖励分为以下几种：
Article 4: The types of the international students’ rewards are as follows：
（一）优秀留学生
1. Excellent International Students
（二）优秀留学生干部
2. Excellent International Student Leaders
（三）优秀毕业留学生
3. Excellent International Graduates
（四）单项奖：学习优胜奖；学术论文奖；文体活动奖；优秀志愿者奖；社会实践奖。
4. Single Awards: Excellent Study Award; Academic Thesis Award; Cultural and Sports Activities Award; Excellent Volunteering Award and Social Practice Award.
第五条各留学生培养单位负责各类留学生奖励的初审推荐；国际交流学院（留学生工作办公室）负责留学生各类奖励评审的组织工作。
Article 5: The academic departments should recommend the international students who are qualified for these awards. School of International Education and Exchanges/ International Student Affairs Office should check the qualification of the international candidates.
第二章评选条件
Chapter Two: Rewarding Qualifications
第六条参加评选的基本条件：
Article 6: Basic Requirements for the Awards:
（一）遵守中国的法律、法规和学校的各项规章制度，关心集体、团结同学、品行端正，具有良好的道德情操和个人修养，身心健康；
1. Obey the rules and regulations in China and at our university, care about common interests, unite classmates, well-behaved, have good morality and have good mental and physical health.
（二）积极参加学校和学院组织的各项活动，乐于承担社会工作，认真完成学校、学院和老师交给的各项任务；
2. Take an active part in the activities organized by the school and university, shoulder social responsibilities and can fulfill the task given by university, school and teachers.
（三）学习刻苦，成绩优良，课程考核无不合格成绩。
3. Study hard, have good performance and pass all the exams.
第七条优秀留学生评选条件：
Article 7: The requirements for Excellent International Students
（一）除具备本办法规定的基本条件外，要求单科成绩不低于80分，平均成绩在85分以上；
1. Besides fulfilling all the basic requirements, the score of each subject should be no less than 80 and the average score should be more than 85.
（二）在学习和生活中，严格要求自己，各方面表现优秀，在学年内至少获得一项及以上单项奖励。
2. Be strict to himself or herself in daily life and his or her study career, be excellent in every aspect and get at least one single award in one semester.
第八条优秀留学生干部评选条件：
Article 8: The requirements for Excellent International Student Leaders
（一）除具备本办法规定的基本条件外，要求单科成绩不低于80分，平均成绩在85分以上；
1. Besides fulfilling the basic requirements, the score of each subject should be no less than 80 and the average score should be more than 85.
（二）在留学生学会、社团及留学生班级中担任一定职务，平时严格要求自己，在各方面起模范带头作用，工作认真负责，具有较强的组织协调能力，热心为广大留学生服务，积极组织开展各项活动，并在工作中取得显著成绩。
2. Have a position(s) in the International Students’ Association, be strict to himself or herself, play an exemplary role in every aspect, be responsible for work, have strong organization and coordination abilities, be passionate with serving international students, organize various activities and get remarkable achievements.
第九条优秀毕业留学生的评选，除具备本办法规定的基本条件外，在校期间还应具备下列条件之一：
Article 9: Besides fulfilling the basic requirements, the international students who apply for the Excellent International Graduates should fulfill at least one of the fowling requirements:
（一）在校期间曾获省、部级以上表彰奖励一次；或者获得校级“优秀留学生”或“优秀留学生干部”两次；或者获得校级“优秀留学生”或“优秀留学生干部”一次，且获得单项奖两次。
1. During the study at NEFU, the candidates should get the award at provincial level, ministerial level or even higher levels twice; get the “Excellent International Students” or the “Excellent International Student Leaders” once, and single award once.
（二）在完成毕业设计（论文）时成绩突出，取得的研究成果具有较高的理论价值或实用价值，能够为社会建设带来较大的经济效益。
2. During the completion of the thesis, the scientific achievements should have high theoretical or practical value and can bring huge economic benefits and social development.
第十条单项奖的评选，除具备本办法规定的基本条件外，还应具备如下条件：
Article 10: Besides fulfilling the basic requirements, the international students who apply for Single Awards should fulfill the requirements as follows:
（一）学习优胜奖：在年度学习平均成绩不低于90分、单科成绩不低于80分、无旷课记录者，或在校级以上（含）知识竞赛中，取得优异成绩者，均可获评学习优胜奖。
1. Excellent Study Award: The average score should be no less than 90 in the academic year; the score for each subject should be no less than 80 and the candidates should attend all the classes. Students who get excellent achievements in the school-level competition will also be considered.
（二）学术论文奖：在本学年内，凡在国家核心期刊以上（含）以第一作者发表与研究内容相关的具有一定学术水平的学术论文2篇及以上者，可获评学术论文奖。
2. Academic Thesis Award: Within the academic year, the candidate should publish more than 2 papers in the Chinese journals as the first author. The content of the thesis should be related with the candidates’ research field.
（三）文体活动奖：积极参加各项文体活动，在文体方面有特长，在学校文体活动中取得前三名；或在学校运动会取得名次；在校级以上文体竞赛中获奖者，均可获评文体活动奖。
3. Cultural and Sports Activities Award: The candidates should take an active part in various cultural and sports activities, rank the top three in the cultural and sports competitions held by NEFU. The candidates should get a prize in NEFU sports meeting and get an award in the school-level cultural and sports competitions.
（四）优秀志愿者奖：能够积极参加公益活动，乐于助人，平时积极配合管理人员、教师工作，在志愿服务工作中认真完成学校、学院和教师交给的各项任务，事迹突出者，可获评优秀志愿者奖。
4. Excellent Volunteering Award: The candidates should take an active part in the volunteering activities, cooperate with the staff members and the teachers, and finish the tasks given by the university, school and the teachers.
（五）社会实践奖：积极开展社会实践活动，写出具有较高学术水平和有一定影响的实践报告；利用自身特长或所学知识进行科技服务，为学校争得荣誉者，可获评社会实践奖。
5. Social Practice Award: The candidates should take an active part in the social practical activities, write high-level academic thesis or influential social report, do technological service and win the honor for our university.
第三章评选比例及办法
Chapter Three: Evaluation Proportion andMeasures
第十一条“优秀留学生”的评选比例不超过留学生总数的5%，“优秀留学生干部”的评选比例不超过留学生总数的3%，“优秀毕业留学生”及“单项奖”不具体规定评选比例，只要符合条件，即可表彰奖励。
Article 11: The percentage of “Excellent International Students” should be no more than 5%. The percentage of “Excellent International Student Leaders” should be no more than 3%. The percentage for the Single Awards is not limited. All the candidates who fulfill the requirements can be rewarded.
第十二条各奖项每学年评选一次。所有奖励均由个人申请，填写《东北林业大学留学生奖励申请表》，提供相关佐证材料，由国际交流学院（留学生工作办公室）组织评定。评选结果在国际交流学院（留学生工作办公室）网站上公示，公示期为三天。公示期间，如对评选结果有异议，可向国际交流学院（留学生工作办公室）提出书面申请。若无异议，报分管校领导批准。
Article 12: The awards will be evaluated once. The international candidates should submit the application by themselves. The international candidates should fill in the Rewarding Application Form for the International Students at Northeast Forestry University and provide the evidential materials. The SIEE/ International Student Affairs Office will do the evaluation. The results will be published on the website of SIEE/ International Student Affairs Office for 3 days. Those who have any doubts can submit the application to SIEE/ International Student Affairs Office. After the publicity, the results will be handed to the School Leaders.
第四章奖励办法
Chapter Four: RewardMeasures
第十三条国际交流学院（留学生工作办公室）组织对获奖留学生进行表彰和奖励。凡获得奖励者，均由国际交流学院（留学生工作办公室）颁发荣誉证书、奖金或奖品，其事迹材料将被装入本人档案。
Article 13: SIEE/ International Student Affairs Office will give the awards to the international students. Those who fulfill all the requirements of the award can get the honor Certificate, money award or a prize. Their achievement will be recorded into the personal document.
第十四条“优秀留学生”“优秀留学生干部”“优秀毕业留学生”奖励金额为：800元人民币/人；单项奖由国际交流学院（留学生工作办公室）根据评选条件及评奖项目的难易程度、影响大小来确定奖励标准，奖励金额为300－500元人民币/人。
Article 14: The money award for Excellent International Students, Excellent International Student Leaders and Excellent International Graduates is 800 RMB. The money award for Single Award will be from 300 to 500 RMB, which will be decided by SIEE/ International Student Affairs Office.
第五章附 则
Chapter Five: Supplementary Provisions
第十五条本办法由国际交流学院（留学生工作办公室）负责解释，自2017年7月1日起施行。
Article 15: School of International Education and Exchanges/ International Student Affairs Office has the final right to interpret the articles and items listed above and the provisions shall be implemented since July 1st2017.
