Regulations for International Undergraduate Students at NEFU

For the purpose of standardizing the management of full-time international undergraduate students at NEFU and improving the quality of talent cultivation, the regulations are formulated in accordance with the Higher Education Law of the People’s Republic of China, Regulations on the Administration of Students in Regular Higher Education Institutions issued by the Ministry of Education, Regulations on the Administration of Higher Education Institutions Admitting International Students issued by the Ministry of Education, the Ministry of Public Security and the Ministry of Foreign Affairs and the regulations at NEFU.

Chapter One: Enrollment and Registration

1.The international undergraduate students after enrollment should finish the registration procedure on time with the passports, Study Visa (X Visa), Admission Letter, VISA Application for Study in China (JW202 Form or JW201 Form) and other relevant documents. The students should pay the tuition fees and other fees on time. International students who are not able to arrive on time should submit application and relevant certificate to School of International Education and Exchanges / International Student Affairs Office for approval of a late arrival with a limit of no more than 2 weeks.

For those who fail to register beyond 2 weeks and fail to provide reasonable explanation, the enrollment qualification will be automatically eliminated.

2. After registration, the international students should go to Harbin Entry-exit Inspection and Quarantine Bureau to finish the physical test. Those who cannot meet the health standard instituted in the Chinese Law on sanitation and quarantine will be required to leave China immediately at their own expense.

3.After the registration, the students will be reviewed in the first 2 months according to the regulations made by the Chinese government. Students who pass the reviewing test will be registered. Those who fail to pass will be deliberated upon by NEFU or even be expelled.

4.The following circumstances can result in cancellation of admission:

(1) The students who are discovered that they do not meet admission conditions during the physical examination in two months.

(2) When a student has a disease that is not covered in the physical examination checklist but renders the students unable to continue with his/her studies, and the diagnosis from a designated hospital states that there is no hope of recovery within a year.

(3) Failure to comply with corresponding NEFU provisions for maintaining the diploma and degree certificates.

(4) Candidates who have engaged in deception, cheating and other serious violation of discipline or acts.

(5) Concealment of serious economic, academic or moral issues before or after entry to NEFU.

(6) Refusal or inability to pay the full tuition and other relevant fees.

(7) Non-student visa holders who do not undertake the relevant modifications within 2 weeks after arrival at NEFU.

5. The students in the following circumstances can apply to maintain the admission qualification for a year.

(1) During the health examination, when a disease which can be cured within a short time is found. And the doctors suggest that the students should go back home to get better treatment.

(2) Students who ask for a leave because of a disease do not recover after a month and cannot register.

(3) Students who need to have a rest because of being pregnant or having given birth to a baby before registration.

Students who are willing to maintain the admission qualification should fill in the Application Form for Maintaining Admission Qualification and finish the procedure of leaving school within designated date. with the relevant materials.

For the students who neither register nor apply for a leave in the 2 weeks, their admission qualification will be automatically eliminated, otherwise, reasonable explanation shuould be provided.

New students applying to maintain the admission qualification should apply to regain the admission qualification in September next academic year and take the physical examination in the Class 2 Grade A hospitals. If the students pass the physical exam, they can register after the approval of SIEE/ International Student Affairs Office. Otherwise, students cannot register and the admission qualification can even be canceled. International students who apply to maintain the admission qualification do not have the undergraduate students’ status and cannot be treated the same as other undergraduate students on campus.

6. International undergraduate students who have obtained students status must arrive at SIEE/ International Student Affairs Office before the beginning of each semester and register at the specified time.

Tuition fees should be paid within 2 weeks in the first semester of every academic year. Otherwise students cannot register. The students can register in the second semester of academic year. Students who fail to pay tuition fees, comply with other school rules or do not meet the registration criteria will not be registered.

If students cannot register at the a specified time due to special circumstances, they are required to apply for a leave, otherwise they will be viewed as violating NEFU rules and will be dealt with in accordance with NEFU disciplinary measures. Those who have not applied for leave, who arrive after the agreed period of leave normally two weeks (including two weeks), who are not registered and those who have passed the agreed delayed registration deadline, shall be deemed as giving up their right to study at NEFU and will be automatically withdrawn.

Students who have not registered as undergraduate students do not enjoy the rights as undergraduate students.

7. International undergraduate students who leave NEFU due to suspending studies or maintaining student status cannot register without getting approval from the university.

8. International undergraduate students should buy the personal comprehensive insurance for foreign students in China.

9. Students should apply for residence permit within 30 days after arriving in China, if your personal information has been changed during the study at NEFU, the students should apply before 10 days.

10. If the students still need to study at NEFU after the expiry date of their residence permit,, the students should apply for the passport or the residence permit renewal before it expires.

Chapter Two: Organization of Teaching and Requirements for Course Selection

11. The SIEE/ International Student Affairs Office is in charge of the daily management. The Teaching Affairs’ Office at NEFU and academic schools are in charge of the cultivation process.

12. SIEE/ International Student Affairs Office as well as the academic schools should make or adjust the Training Plan for International Undergraduate Students in accordance with the rules and regulations at NEFU and in China.

13. Academic school can change the ratio of the credits for compulsory and selective courses in accordance with students’ situations. But the total number of credits should remain the same. The total changing ratio should be less than 10%. The training plan should be approved by the Teaching Affairs’ Office. The notification should be given to SIEE/ International Student Affairs Office.

14. International undergraduate students should select courses according to the Training Plan of that major. After passing the exams, the credits will be gained. The requirements of course selection are as follows:

(1) International undergraduate students do not need to learn the military theories or participate in the military exercises. In addition, international undergraduate students do not need to attend ideological and political theoretical courses, College English, physical courses or aesthetic educational courses.

(2) International undergraduate students should attend the China Overview as compulsory courses.

(3) Chinese language is the predominant language of study for international students.

15. Under the instruction of his/her supervisor, international students should fill in the course selection form and finish the course selection procedure online within the designated time. The form should be submitted to the teaching secretary and SIEE/ International Student Affairs Office.

16. After the course selection, the courses cannot be changed. If necessary, students should fill in the Application Form for Changing Courses. After the signature of the supervisor, the leader in the academic school and the teacher, the form should be submitted to the Teaching Affairs’ Office at NEFU and the notification should be given to SIEE/ International Student Affairs Office. Changing courses should be finished within 2 weeks after registration.

17. Students who did not select the course and attended the courses cannot attend the exam. Those who did not change the course and attend the exam will be dealt in accordance with the rules and regulations at NEFU.

18. International students who fail to pass the final exam of the course should take the make-up exam or retake the course.

19. For those international students who have been transferred to NEFU from other universities, the credits they have previously obtained can be transferred according to inter-university agreements.

Chapter Three: Attendance and Rules

20. International students should abide by the laws in People’s Republic of China and the regulations at NEFU. International students who violate the laws in China shall be punished by the related authorities. The notification shall be given to his/her embassy.

21. International students should take part in the course and activities organized by the school. Teachers will check the attendance. The students who have affairs and cannot attend the courses should ask for a leave in advance. Theoretically, the period of leaving should not be more than 2 weeks. Those who does not attend classes for a day will be punished as being absent for 8 credit hours. For the details, see the disciplinary measures at NEFU.

22. International undergraduate students will enjoy the statutory holidays in China; summer vacation and winter vacation instead of the holidays and festivals in their own country. International undergraduate students should comply with the winter and summer holidays and take note of the time at which they should return to NEFU.

23. International undergraduate students should fill in the Leave Application form for International Students at NEFU to finish the procedure.

(1) Leave due to illness

International undergraduate students requiring a leave due to illness should have a certified hospital (the Class 2 Grade A hospitals) diagnosis of their illness. For a leave of one week or less, approval is only needed from the supervisor and then notification should be given to the academic school and SIEE/ International Student Affairs Office. For leave of more than a week, students must get approval from the supervisor and the academic school and the notification should be given to SIEE/ International Student Affairs Office.

International undergraduate students who ask for leave due to illness for more than a month in a semester should suspend their studies.

(2) Leave due to personal affairs

International undergraduate students should not ask for a leave due to personal affairs. If necessary, students who need to leave for 3 days or less should get approval from their supervisor and give the notification to their academic school and SIEE/ International Student Affairs Office. For a leave of more than 3 days, students must get the approval from their supervisor and the academic school and give the notification to SIEE/ International Student Affairs Office.

International undergraduate students who ask for leave due to personal affairs for more than a month should apply to suspend their study.

24. Once an approved period of leave has ended, the international undergraduate students should go back to his/her supervisor, academic school and SIEE/ International Student Affairs Office to cancel the leaving record. The student who needs to extend the leave period should apply for permission. The procedure of extending the leave period is the same as that of leave application.

Chapter Four: Examination and Performance Record

25.Assessment of international students’ grades involves both degree and optional courses. For other requirements concerning assessment, see the relevant administrative measures for the assessment and grade record of international students.

26. The school uses GPA to measure the studying quality for students. For details, see the Regulations for Undergraduate Students at NEFU No.1 document published by the Teaching Affairs’ Office in 2016.

27. If the international undergraduate student cheats or violates the rules during the examination, the score of this course will be recorded as “0.” In addition, the student will be punished in accordance with the Exam Rules for Undergraduate at NEFU.

Chapter Five: Changing Universities and Majors

28. International undergraduate students should continue their studies according to the major they choose during admission. Those who are willing to change the major should fulfill at least one of the following requirements.

(1) The international undergraduate student suffers an ailment, physical defect or other special cases which deter studies in his/ her major. But upon changing the major, studies can be carried on;

(2) The international undergraduate student has certain prominent talents which can be fully exploited after changing the major.

(3) International undergraduate student cannot continue with his/her study if he/she does not change the major.

29. International students who apply to change the major in the 1st academic semester should fill in the Application Form for Changing Students Status within 2 weeks. The application should be given to the academic school and SIEE/ International Student Affairs Office. After getting the approval from the academic school and SIEE/ International Student Affairs Office, the students can study in the new major. The notification should be given to the Teaching Affair’s Office at NEFU.

30. International students who finish the study in the 1st academic semester and passed all the exams can apply to change his/her major within 2 weeks in the new semester. After getting the approval from the academic school and SIEE/ International Student Affairs Office, the students can study in the new major from the new semester. The notification should be given to the Teaching Affair’s Office at NEFU.

31. International students who fall into the following categories shall not be permitted to change their majors:

(1) Those who have finished their study in the 1st academic year;

(2) Those who have suspended the study or still remain the student’s status;

(3) Those who have changed their major in the past;

(4) Those who should be expelled from the school;

(5) Those who are exchange students;

(6) Those who are not permitted to change their major during enrollment.

32. After changing the major, students should study in accordance with the study plan in the new major. The courses the students have taken will be recorded.

33. The international undergraduate student who cannot adapt himself/herself to the study of his/her major or has other particular reasons can apply to transfer to other schools or universities.

(1) International undergraduate students intending to transfer should submit the application which needs the approval from the supervisor, academic school, SIEE/ International Student Affairs Office and the responsible presidents. The notification should be given to the Teaching Affairs’ Office.

(2) If the international undergraduate student intends to transfer to another university, his/her application should be approved by both universities. Theoretically, the government scholarship cannot be transferred. If the student insists on transferring, he/she should get the approval of the embassy and China Scholarship Council.

34. International students in the following circumstances will not be allowed to transfer to another university:

(1) Those who have studied at NEFU for less than a semester;

(2) Those who have studied at NEFU for more than a year;

(3) Those who are expelled from NEFU;

(4) Those who do not have valid reasons.

Chapter Six: Suspending and Resuming Studies

35. Theoretically, international students should finish their studies without suspension. The student who must suspend his/her study due to particular reasons can apply to suspend his/her studies.

38. International undergraduate students in the following categories should suspend their studies:

(1) Those who needs to suspend the study and rest for a semester with the diagnosis from the hospital(the Class 2 Grade A hospitals);

(2) Those whose period of leaving time has exceeded1 month;

(3) Those who have other particular reasons.

37. International undergraduate students who are willing to suspend their studies should observe the following guidelines.

(1) International undergraduate students intending to suspend their studies should submit a written application. Those who suspend their studies due to illness should also submit a hospital (Class 2 Grade A hospitals) certificate. Students who suspend their studies due to personal reasons should submit certificates and fill in the Application Form for Changing Students Status. After getting the approval from the leaders in the academic school, the application form should be submitted to SIEE/ International Student Affairs Office. And the notification should be given to the Department of Teaching Affairs at NEFU.

(2) CSC students should submit the application to their embassy and Chinese Scholarship Council.

(3) Those international undergraduate students who are required by NEFU to suspend their studies do not need to submit application by themselves.

(4) International undergraduate students who need to suspend the studies should finish the procedure within 2 weeks after getting the notification.

(5) International undergraduate students who suspend the study due to illness should go back to their country for treatment.

(6) The fees which international undergraduate students need to go back to their countries should be paid by themselves.

The period of suspending studies is limited to one semester. After one semester, students who cannot resume his/her studies can apply for study suspension again. The total period should be less than 2 years. Suspension periods are included in the years of study required to complete a degree.

During the suspension period, their student’s record will be retained. But the students cannot enjoy the treatment as international students. The records of the grades and credits will be maintained. The unused tuition can be used after resumption of studies.

39. International undergraduate students should apply for resumption of studies 2 weeks before the semester begins. After getting the approval of leaders with his/her academic school, the application should be examined by SIEE / International Student Affairs Office. The notification should be given to Teaching Affairs’ Office at NEFU as well.

Before resumption of studies, students who suspend his/her studies due to illness should provide the recovery certificate given by Class 2 Grade A hospitals. After passing the health test in designated hospitals, the international undergraduate students can resume their studies.

40. International students who resume his/her studies will enter the major of a lower grade. If there is no student in the same major, the students can change into a similar major.

41. Those who are forced to serve in the army in their countries will be dealt with in accordance with the Notice for International students who can retain the student status while serving in the army. The period of serving in the army is not included in the years of study required to complete a degree. Students who serve in the army cannot enjoy the treatment as international students.

42. After the deadline for suspension of studies, international students who do not resume his/her studies or do not apply to extend the suspension period will be automatically withdrawn.

43. During the period of suspending studies, international undergraduate student found to have violated the rules or regulations will be punished in accordance with the laws and regulations in China and at NEFU.

44. NEFU shall not be responsible for international undergraduate students in case that they have any accidents during the suspension period.

Chapter Seven: Demotion and Dropping out

45. International undergraduate students who fail to pass the courses with more than 16 credits should be demoted. The demotion procedure shall be conducted by the school once a year.

46. International undergraduate students in the following circumstances should drop out from the university:

(1) International undergraduate students who did not pass the course for not less than 24 credits can apply for demotion for one year. International undergraduate students whose total credits of the failed courses are more than 16 credits after one year should drop out.

(2) Those who did not complete his/her studies within the designated studying period.

(3) Those who did not come back to our university within the designated time or did not get the approval after the period of suspending studies has ended;

(4)Those who leave the school for 2 weeks without leave application or those who fail to attend classes for more than 80 credit hours in one semester (One day is equal to 8 credit hours).

(5) Those who are disabled or cannot continue his/her studies after getting the confirmation from hospitals;

(6) Those who did not register within the designated time in the new semester and do not have legitimate reasons;

(7) Those who have serious psychological illness and cannot attend classes after he/she resumes his/her studies.

(8) Those who apply to drop out;

(9)Those the university suggests that they should drop out from the university because of other reasons.

47.International undergraduate students who are willing to drop out from the university should submit a written application and fill in the Application Form for Changing Students Status (evidentiary materials should also be submitted and students who drop out due to illness should submit diagnosis from the hospital). After getting the approval from the leaders in the academic school, the form should be submitted to SIEE/ International Students’ Affairs Office and be handed to university leaders for examination. The notification should be given to the Department of Teaching Affairs’ at NEFU. For CSC students, the notification should also be given to their embassy and Chinese Scholarship Council.

48. For the student that has dropped out, SIEE/ International Student Affairs Office will give the notice for dropping out to him/her. Due to special reasons, the student cannot get it by himself/herself. SIEE/ International Student Affairs Office will send the notice to the embassy. Then, the embassy will send it to the student. The notification should be given to the Provincial Education Department and the related National education departments.

49. International undergraduate students who dropped out should finish the designated procedure and leave university with 2 weeks. For international students who enjoy scholarship, their scholarship will be cancelled at the exact time of their dropping out. Once they finish the procedure after dropping out, their student status will be canceled. He/she will not get a certificate for studying at NEFU. At the same time, their VISA validity will be shortened.

50. International undergraduate students who have dropped out are not allowed to apply for resumption of their studies.

51. For international undergraduate students who have dropped out, their tuition will not be refunded.

52.The objection from the international undergraduate students to dropping out will be dealt with in accordance with Regulations on ComplaintManagement for Students at NEFU (for trial implementation).

Chapter Eight: Rewards and Punishments

53. SIEE/International Student Affairs Office is responsible for examining and evaluating international undergraduate students in every aspect.

54. SIEE/ International Student Affairs Office will reward the outstanding students. Ways of rewarding include certificate of award, awards, scholarship and so on.

55. International undergraduate students who break the rules and regulations at NEFU will be punished. For more specific information, see the Provisions for International Student Disciplinary Measures at NEFU.

Chapter Nine: Graduation and Completion of Studies

56. According to the rules and regulations, international students who have completed the scientific tasks within the study period, gained enough credits and passed all the exams can graduate from the university and get diploma. Those who fulfill all the requirements can get their degree certificates. The procedures are as follows:

(1) SIEE/ International Student Affairs Office as well as the academic schools will check the graduation qualifications for international undergraduate students.

According to the checking results, SIEE/ International Student Affairs Office will send an application to Chinese Scholarship Council in order to get the diplomas. SIEE/ International Student Affairs Office is responsible for making and issuing the diploma certificates.

57. Those who finish all the courses in the training plan but did not fulfill the requirements for graduation can apply for completion of the studies or the extension of the studies (Undergraduate students can extend the studies for 2 years including the period of suspension). Those who complete the studies and cannot graduate can get the Certificate of Study Completion. Those who did not gain enough credits and the number of credits is less than 16 can get one chance for a make-up exam. Those who did not pass the thesis defense can take part twice and should submit the application within 2 weeks in the autumn semester and take part in the make-up exam and thesis defense before the end of the semester. Those who fulfill the graduation requirements can get the graduate certificate. The time reflected on the certificate shall be the time when the student gets the certificate.

58. Those who fulfill the graduation requirements can get the bachlor's degrees and certificates if they are qualified for bachlor's degrees. The specific procedures are as follows:

(1) SIEE/ International Student Affairs Office will collect the results from the Degree Assessment Committee in every academic school and send the name list of international students who are eligible for getting degree certificates to the Degree Assessment Committee for discussion. The Degree Assessment Committee is responsible for issuing degree certificates.

(2) SIEE/ International Student Affairs Office is responsible for sending application to Degree Assessment Committee, registering related information, making and giving the degree certificates.

Chapter Ten: Supplementary Provisions

59. The regulations are for International Undergraduate Students. School of International Education and Exchanges / International Student Affairs Office has the final right to interpret the articles and items listed above and the regulations shall be implemented since their issuance.

60. Any circumstances which are not included in the Regulations will be dealt with in accordance with the rules and regulations at NEFU and in China.
