为加强对中国政府奖学金的管理，发挥中国政府奖学金的效益和作用，根据教育部《关于实施中国政府奖学金年度评审制度的通知》精神和《东北林业大学章程》等规定，结合学校实际，特制定本办法。
The measures are formulated in accordance with the Regulations on Annual Review of Chinese Government Scholarship Status, Regulations at NEFU and the current situations at NEFU to reinforce the management of Chinese Government Scholarship and bring its benefits and effects into full play.
第一条年度评审是指通过对享受中国政府奖学金来华学习的外国留学生（以下简称“奖学金生”）每年进行一次综合评价，决定其是否具有继续享受或者恢复享受中国政府奖学金的资格。
1. Annual Review refers to the comprehensive assessment system which the international students studying in China under Chinese Government Scholarship Programs (hereinafter referred to as the scholarship students) shall go through annually. It will decide whether they are qualified to continue enjoying or to renew the scholarship.
第二条教育部委托国家留学基金管理委员会（以下简称“留学基金委”）负责年度评审的组织实施工作，学校国际交流学院（留学生工作办公室）具体负责对在校奖学金生进行年度评审。
2. The Ministry of Education of China entrusts China Scholarship Council (hereinafter referred to as CSC) to take charge of the organization and implementation of Annual Review. The School of International Education and Exchanges/ International Student Affairs Office is entitled to do the annual review.
第三条为了加强对留学生的监督和管理，学校制定了留学学历生学习情况月报制度，留学生导师根据学生实际情况，按月如实填写月报表，国际交流学院（留学生工作办公室）对月报表进行汇总整理，根据留学生综合得分对其做出客观评价。结合日常生活表现，学校对奖学金生是否具有继续享受或者恢复享受中国政府奖学金的资格进行评审，提出“合格”或者“不合格”的评审意见，以及是否继续提供或者中止、取消奖学金的建议。
3. To enhance the supervision and management of CSC students, the School of International Education and Exchanges/ International Student Affairs Office has formulated Monthly Evaluation System for International Degree Students at Northeast Forestry University. Every month, the supervisors shall assess their students, fill in the form and submit it to School of International Education and Exchanges/ International Student Affairs Office. Before the annual review, the result of monthly evaluation will be compiled. On basis of the monthly evaluation and international students’ daily performance, NEFU will review whether the international students can get the scholarship and give the results of whether the annual review is qualified or not. Ant the scholarship for the CSC students will be continued, suspended or terminated.
第四条留学基金委根据学校的评审意见和建议，决定是否继续向奖学金生提供中国政府奖学金，或者中止、取消其继续享受中国政府奖学金资格。
4. According to the assessments and suggestions from NEFU, CSC will make the final decision whether to continuously provide, suspend or terminate the scholarship.
第五条奖学金年度评审工作一般在每年4月下旬开始。年度评审内容包括学习成绩、学习态度、考勤情况、行为表现及奖惩情况等。
5. The annual review will be carried out in the middle of April. The content of the annual review includes academic performance, learning attitude, attendance, behaviors, rewards and punishment.
第六条有下列情形之一者，中止享受奖学金资格一年：
6. The scholarship for international students shall be suspended for at least one year in the following circumstances:
（一）因考试成绩不合格留级或者降级的；
(1) Those who fail to go up to the next grade or degrade due to failing exams;
（二）所修课程连续两年未达到规定学分的；
(2) Those who fail to gain enough credits in two consecutive academic years;
（三）受到留校察看处分的。
(3) Those who have received the punishment of being placed under surveillance at school.
被中止享受中国政府奖学金资格者，自下一学年开学起停发其奖学金，但本人可按照学校有关规定申请自费留校继续学习。中止期满前，经本人申请，可以参加当年的年度评审，如评审合格，经留学基金委批准后，可以自下一学年起恢复发放奖学金。
The students whose scholarships are suspended will not enjoy the scholarships any more from the beginning of next academic year. However, they can apply to continue their studies as self-financed students. Before the period of suspension is over, those involved can apply to take the Annual Review of that year. If the international student passes the review, he/she can enjoy the scholarship after getting the approval from CSC.
第七条有下列情形之一者，取消享受奖学金资格：
7. The scholarship for international students will be terminated in the following circumstances:
（一）被学校给予退学处理或者开除学籍处分的；
(1) Those who are dropped out or expelled;
（二）在校学习期间累计两次未通过奖学金年度评审的；
(2) Those who didn’t pass the annual review twice;
（三）无正当理由不参加奖学金年度评审的。
(3) Those who refuse to take Annual Review without persuasive reasons.
被取消享受中国政府奖学金资格者，自公布之日起停发其奖学金，其享受中国政府奖学金的资格不再恢复。
International students whose scholarship is terminated can not get the scholarship since the day of issuance. The qualification of CSC scholarship can never be restored.
第八条奖学金生必须按照学校规定的时间和要求，到国际交流学院（留学生工作办公室）领取和如实填写由留学基金委统一印制的《中国政府奖学金年度评审表》（以下简称《评审表》），并按规定时间交回。
8. International students who enjoy the CSC scholarship shall get the Form for Annual Review of Chinese Government Scholarship printed by China Scholarship Council from School of International Education and Exchanges/ International Student Affairs Office, fill in the form truthfully and give it back in the designated time.
第九条国际交流学院（留学生工作办公室）按照年度评审要求和标准，将评审意见和建议填入《评审表》，于每年5月31日前将评审情况报告、评审合格者名单和评审不合格者的《评审表》报送留学基金委。评审情况报告同时抄报黑龙江省教育厅。
9. School of International Education and Exchanges/ International Student Affairs Office should fill the suggestions in to the Form for Annual Review of Chinese Government Scholarship. Before May 31st, NEFU should submit the report of annual review, the name list of qualified and unqualified students to China Scholarship Council and meanwhile the copy of the report of annual review should be given to the Education Department of Heilongjiang Province.
第十条需要转学的奖学金生（包括汉语补习学生），由转出学校负责对其进行年度评审，并负责将评审材料和评审决定报送转入学校。
10. Annual Review of those who require to be transferred to other universities (including those who are studying Chinese in the first academic year) should be given by the previous university and the previous university should give all the materials related to annual review to the the target universities.
第十一条留学基金委于每年6月15日前将评审结果下发至学校国际交流学院（留学生工作办公室）；国际交流学院（留学生工作办公室）将评审决定通知奖学金生本人，并将经评审被中止或取消奖学金资格者的情况，通报奖学金生派遣国驻华使馆或者派遣单位。
11. CSC will inform School of International Education and Exchanges/ International Student Affairs Office of the final results of Annual Review before June 15th. School of International Education and Exchanges/ International Student Affairs Office shall inform the international students. If the scholarship has been suspended and terminated, the embassy or the institution should be informed of the students’ current situation.
第十二条本办法由国际交流学院（留学生工作办公室）负责解释，自发布之日起施行。
12. School of International Education and Exchanges/ International Student Affairs Office has the final right to interpret the articles and items listed above and the measures shall be implemented since their issuance.
