第一章 总则
Chapter One General Rules
第一条为维护学校正常教学和学生生活秩序，为留学生提供良好的学习生活环境，保护学校和学生的合法权益，依据国家有关法律、法规，结合学校实际，特制定本办法。
Article 1 The regulations are formulated in accordance with relevant national laws and regulations, and the actual conditions of Northeast Forestry University to maintain regular teaching and students’ living order, provide good studying and living environment for international students and guarantee the legal interests of NEFU and the students.
第二条东北林业大学留学生公寓所有权属于东北林业大学，由资产与后勤管理处统一负责日常维护，国际交流学院(留学生工作办公室）负责公寓的具体管理及服务。本办法中留学生公寓是指学校指定接受留学生住宿的公寓。
Article 2 The ownership of the international students’ apartment of Northeast Forestry University belongs to Northeast Forestry University. It is the Department of Assets and Logistics Management that is responsible for daily maintenance and the School of International Education and Exchanges /International Students Affair’s Office is responsible for specific management and service of the apartment. The international students’ apartment mentioned in the regulations refers to the apartments that are allocated to the international students by Northeast Forestry University.
第二章 入住与退宿
Chapter Two Check-in and Check-out
第三条经学校录取并报到入学的留学生，具有入住公寓资格。经留学生本人申请，且被审核批准后，由国际交流学院（留学生工作办公室）统一安排住宿。
Article 3 International students who have been recruited by and registered in Northeast Forestry University have the qualification to live in the international students’ apartment. When the international students’ application for the apartment has been approved by NEFU, the accommodation will be arranged overall by the School of International Education and Exchanges /International Student Affair’s Office.
第四条留学生办理入住手续时，必须提供合法有效的护照和签证或中国政府认可的其他旅行证件，依据《外国人入境出境管理法实施细则》办理住宿登记，入住时须签认《留学生公寓房间设施、物品清单》。留学生住宿期间必须持有合法有效的护照和签证。护照和签证延期、换发或有其他变更，必须及时登记、更新。否则将暂停其公寓住宿资格，直至完成登记为止。
Article 4 When checking in, the international students must provide legal and valid passport and visa or other travel documents recognized by Chinese government and handle accommodation registration according to theEnforcement Regulations of Law on the Entry and Exit of Aliens of PRC. Before the accommodation,Room Facility and Article List of International Students’ Apartmentmust be confirmed by signature. During the accommodation, the international students must hold legal and valid passport and visa. In case the passport or visa shall be extended, changed or revised, it must be registered and renewed timely; otherwise, the students’ qualification of accommodating would be discontinued till the registration is completed.
第五条留学生办理入住手续后须在公寓管理人员统一安排的房间、床位住宿，未经批准不得私自调换。留学生在住宿期间因个人原因申请换房次数不得超过1次。已安排公寓住宿者，不得私自在校外租房住宿。
Article 5 After the international students have handled the accommodation procedures, the apartment management staff shall arrange rooms and beds for them. Without authorization, they shall not change rooms or beds privately. The international student has only one chance to apply for changing rooms due to the personal reasons during the period of the accommodation. Those who have been arranged to live in the apartment should not rent and live off campus.
第六条除中国政府奖学金或协议规定提供住宿的学生外，留学生办理入住手续时须一次性交清本学期住宿费用，进修生和短期交换项目生依照录取通知书上的学习时间交费。在公寓住宿的留学生须按时交纳住宿费，对于接到催费通知单7个工作日内未办理补费手续的，逾期每日收取0.5%的滞纳金；对于连续三次催费仍不缴费的，取消其住宿资格并要求其立即搬离公寓。
Article 6 Except the students who have acquired Chinese Governmental Scholarship or who are offered accommodation according to agreement, the international students must pay all the accommodation expenses for the semester when handling the accommodation procedures, while the advanced students and short-term exchange students shall pay according to their studying period as stipulated in theLetter of Admission. International students accommodated in the apartment must pay their accommodation fees in time. For those who do not pay within 7 working days after receiving the notice, 0.5% overdue fine would be charged per day. For those who do not pay after receiving the payment notice continuously for three times, their accommodation qualification would be canceled and they would be asked to move out of the apartment immediately.
第七条寒暑假期间，非中国政府奖学金生如需在公寓住宿，须缴纳假期住宿费；不在公寓住宿的学生须在放假前退房，并把个人物品从房间搬出，学校可为其集中保管个人物品。
Article 7 During summer and winter holidays, students without Chinese Government Scholarship shall pay holiday accommodation fee if they want to stay in the apartment; those who do not stay in the apartment during the holidays must check out and move their personal articles out. The university can help to keep their personal articles collectively.
第八条因毕业、结业、退学、休学等原因离校，住宿协议到期以及自愿申请退宿的留学生，须及时办理退宿手续，结清费用。留学生退宿后如需重新入住，须重新提出申请，办理有关入住手续。
Article 8 When the international students leave the university due to graduation, completion, dropout, suspension of schooling, their accommodation agreement expires or they are willing to move out of the apartment, they must handle checkout procedures and pay off all the expenses. In case they want to lodge in again after checking out, they must apply again and handle relevant accommodation procedures.
第九条留学生退宿时须保持房间内外清洁，在公寓管理人员查验房间公共物品完好无缺后，方可办理退宿手续。房间公共物品丢失、损坏的，要按照原物价赔偿，查验房间后要返还房间钥匙。
Article 9 When checking out, the international students must keep the room clean. They can only handle checkout procedures when the apartment management staff inspect and make sure the public articles in the room undamaged. In case the public articles in the room get lost or damaged, they should compensate at the original price. The keys to the room must be returned after the inspection.
第三章 住宿管理
Chapter Four Accommodation Management
第十条留学生应严格遵守作息制度，自觉按时熄灯就寝。公寓6：00开门，22：30锁门，留学生应自行刷卡进出公寓，不得擅自夜不归宿。因特殊原因不能及时回公寓或需要提前离开公寓者，须凭本人有效证件登记后方可进出。
Article 10 The international students must abide by strictly the work and rest regime, turning off the light and going to sleep in time. The apartment would be opened at 6:00 a. m. and closed at 22:30 p.m. International students enter or exit the apartment by swiping cards and should not stay out all night without permission. In case they cannot return to the apartment in time or they need to leave the apartment in advance, they must register with valid documentation before they enter or leave the apartment.
第十一条留学生因参会、实习、度假等原因外出，不能在公寓内居住连续超过24小时的，应提前告知本公寓门卫，签订外出安全责任书，并在返回公寓后及时销假。
Article 11 International students shall inform the doorkeeper and signLetter of Safety Responsibility for Going Outwhen they cannot live in the apartment for a continuous 24 hours because of attending a meeting, doing an internship or taking a holiday.After returning, they shall report back immediately.
第十二条为预防和杜绝火灾事故的发生，保护公寓内人员生命及财产安全，依照《中华人民共和国消防法》及相关法律、法规进行消防安全管理，公寓区严禁以下违反消防安全的行为：
Article 12 To prevent fire completely to protect the life and property of personnel in the apartment, the following behaviors violating fire security shall be prohibited strictly according to thePRC Fire Prevention Lawand relevant laws and regulations.
1．故意损坏、擅自挪动消防器材；
1. Damage the fire-fighting equipment deliberately or move them without authorization;
2．私自在公寓房间内使用以下违章电器：
2. Use the following illegal electric appliances in the apartment without permission:
（1）热得快、电炉、电热毯、电热锅、电热水器等电热设备以及无自动断电保护装置的电器；
（2）1000W以上的用电器；
（3）无国家3C认证（中国强制性产品认证China Compulsory Certification）的电器。
(1) Quick heater, electric stove, electric blanket, electric pan, electric water heater and other electric heating appliances as well as electric appliances without automatic power-off protector;
(2) Electric appliances above 1000W;
(3) Electric appliances without 3C certifications (China Compulsory Certification).
3．在公寓房间内私拉电线：
3. Connect electric wires privately in the apartment:
（1）从房间内固定插座以外（含公共场所）引出线路；
（2）从房间内固定插座引出线路至本房间外。
(1) Connect electric wires from non-fixed sockets in the room (including public places);
(2) Connect electric wires from fixed sockets in the room to outside.
4．储藏或使用易燃、易爆、强腐蚀性等危险品，使用煤气炉、酒精炉等明火器具，盗用公共用电或其他可能造成严重安全隐患的行为；
5．离开房间时不闭锁门窗，不切断电源。
4. Storage or use inflammable, explosive and highly corrosive hazardous articles; use open fire appliances such as gas stove and alcohol heater; embezzle public electricity or conduct other behavior that could cause serious potential risks.
5. Donot lock the doors and windows or switch off the power when leaving the room.
第十三条为保护公寓内公、私财物及住宿者人身安全，维护良好的治安秩序，依照有关行政规定，公寓实行来访人员登记管理制度。来访人员须经公寓管理人员同意，凭本人有效身份证件履行登记手续后方可进入公寓探访。探访完毕，受访者及来访人员应在登记本上签字并注明来访者离开时间。无有效证件者，公寓管理人员有权拒绝其进入公寓。留学生可以在公寓接受来访，受访时间为8：00至22：00。受访留学生离开公寓时，来访人员必须同时离开。在非来访时间或来访者未履行登记手续，留学生不得让来访者在公寓内停留。
Article 13 To protect public and private property and personal security in the apartment and to maintain good public security order, visitor management system is implemented according to relevant administrative regulations. Visitors are not admitted to the apartment without consent from the apartment management staff and registering with valid identification card. After the visiting, both the visited student and the visitor shall sign on the registration book and mark clear the leaving time. The apartment management staff has the right to refuse those who have no valid identification to enter the apartment. The international students could meet guests from 8:00 to 22:00. When the visited international student leaves the apartment, the visitor shall also leave at the same time. The international students shall not have visitors stay in the apartment during non-visiting time or if the visitor does not make registration.
第十四条留学生不得借用他人房间钥匙或将本人房间钥匙借给他人使用，不得私自留宿他人，不得私自配房间钥匙或私换、另加锁具。严禁在公寓内私自装修，破坏、改变房屋结构及功能。
Article 14 The international students shall not borrow keys to others’ room, lend keys to others, accommodate others privately, make a key privately or change the door lock or add a lock. It is forbidden to decorate, destroy or change the structure and function of the apartment.
第十五条严禁私自转让、出租床位或房间，不得在公寓房间从事租赁、修理、销售、传销等经营活动。未经批准，不得在公寓内私自悬挂、散发或张贴各种宣传品。
Article 15 It is forbidden to transfer, rent out bed or room; it is forbidden to engage in renting, repairing, selling, pyramid selling and other operational activities in the apartment. Without authorization, it is forbidden to hang, hand out or paste various publicity materials in the apartment privately.
第十六条严禁在公寓内公共区域吸烟、向楼外抛洒或投掷物品、随意吐痰、携带或饲养宠物、不按指定位置停放车辆等破坏环境卫生、影响公寓正常生活环境的行为。严禁在公寓走廊、楼梯等区域存放私人物品，学校有权对屡教不改者的个人物品作为垃圾处理。
Article 16 The following behaviors are forbidden in the apartment: smoking in public areas in the building, dripping or throwing articles out from the building, spitting, feeding and carrying pets, not parking cars at the appointed place and other behaviors that damage the environment and affect normal living environment of the apartment. It is forbidden to store personal articles in the corridor or on the stairs of the apartment. The university has the right to dispose of the personal articles as garbage of those who refuse to correct their ways.
第十七条留学生应保持和爱护公寓环境卫生，搞好房间内务卫生，认真配合、积极参与学校和国际交流学院组织的公寓卫生检查评比活动。
Article 17 The international students shall keep and protect the environmental health of the apartment, clean up the rooms and coordinate carefully and participate in the appraisal activity actively in the apartment sanitary inspection organized by the University and the School of International Education and Exchanges.
第十八条公寓内必须保持安静，严禁大声喧哗、哄闹及其他制造噪音的行为，在公寓内使用音响、电脑等应以不影响他人学习、休息为前提。
Article 18 The apartment must be kept quiet. It is forbidden to speak loud and make noises in the apartment. In case the students use the acoustics and computers in the apartment, they shall not affect others’ study and rest.
第十九条留学生应爱护公寓及房间内公共设施、物品，因使用不当等人为因素造成公共财物损失的，责任人须照价赔偿。
Article 19 The international students shall take care of the public facilities and articles in the apartment. In case the public properties are damaged due to improper use, the responsible person must compensate according to the cost.
第二十条公寓内严禁赌博、酗酒、吸毒、偷窃、打架斗殴等违反学校纪律和中国法律的行为。
Article 20 It is forbidden to gamble, drink excessively, take drugs, steal and fight, and other behaviors that violate school disciplines and Chinese laws are forbidden as well.
第二十一条严禁在公寓内成立非法组织，举行非法集会，严禁任何危害中国国家安全的违法犯罪活动；不得以逃避、隐匿、抗拒、阻拦等方式妨碍学校工作人员执行公寓安全检查等公务。
Article 21 It is forbidden to set up illegal organization, hold illegal gathering and any illegal criminal activity that endangers Chinese national security; it is forbidden to avoid, hide, resist and hinder university personnel implementing security inspection of the apartment.
第二十二条公寓内公用厨房、洗衣房及房间的洗浴设施专为公寓住宿人员设置，禁止外来人员使用。
Article 22 The public kitchen, laundry room in the apartment and the bathing facilities in the room are set especially for those accommodated in the apartment, which arenot allowed to be used by people outside.
第二十三条留学生应爱护公用厨房电磁炉、微波炉等电器，保持厨房整洁卫生，不得擅自将厨房设备带出；做饭时应遵守电器操作规范，注意用电安全，开启排油烟机，使用后关闭电源，防止引起火灾。
Article 23 The international students shall take care of the induction cookers, microwave ovens and other electrical appliances in the public kitchen and keep the kitchen tidy and clean. It is forbidden to take the equipment in the kitchen out. The students shall abide by the operation specifications of the electrical appliance, pay attention to safety of the electricity and turn on the smoke exhaust ventilator when cooking. Turn off the power to avoid fire after the use.
第二十四条公寓多功能活动室是留学生开会、作学术报告、文艺演出的场所，禁止在活动室内饮食、聚餐、抽烟。
Article 24 The multifunctional activity room in the apartment is the place for the international students to hold meetings, make academic reports and conduct artistic performances. It is forbidden to eat, drink, dine together or smoke in the activity room.
第二十五条留学生应爱护公寓健身中心的健身器材和设施，保持室内环境卫生，遵守开放时间和使用要求，使用时注意安全。因使用不当或有意破坏造成健身器材损坏者应照价赔偿，由此造成个人受伤的责任自负。
Article 25 The international students shall take care of the equipment and facilities in the apartment fitness center, keep the room clean, abide by the opening time and use requirements and keep safe when using the facilities. Damages to the fitness equipment due to improper use or deliberate damage shall be compensated for by the destroyer according to the cost and personal injuries thereby caused shall be assumed on their own responsibility.
第二十六条公寓管理实行国际交流学院（留学生工作办公室）和保卫处联合安全检查制度，对于发现的违反住宿管理制度的行为和安全隐患，将采取必要措施予以制止和清除。
Article 26 The apartment safety inspection system is jointly implemented by the School of International Education and Exchanges/ International Student Affairs Office and the Department of Security Guard, and they shall take necessary measures to prevent and eliminate behaviors and safety risks that violate the accommodation management systems.
第四章 违规处罚
Chapter 4 Punishment for Violations
第二十七条本办法适用于在留学生公寓住宿的所有学生。凡违反本规定者，视其违规行为情节轻重，对其进行警示、批评教育，严重者将依据学校留学生纪律处分相关规定给予违纪处分。留学生违规行为造成公共财物或他人合法人身财产损失的，须赔偿全部损失。留学生在公寓内有涉嫌违法行为的，交由公安管理部门依法处理。
Article 27The regulations apply to all the students accommodated in the international students’ apartment. Those who violate the stipulations shall be warned or criticized in accordance with the seriousness of the case. Severe cases shall result to the punishment of discipline violation according to relevant stipulations on disciplinary sanctions to international students. In case losses shall be caused to public properties or other’s properties by the student’s violating behavior, the student shall make compensation for all the losses. In case the international student violates laws in the apartment, he/she shall be dealt with by the public security department according to the law.
第二十八条留学生公寓违规处罚决定由国际交流学院（留学生工作办公室）依据本办法及学校相关规定作出，并报教务处、研究生院或上级有关部门备案。
Article 28 The decision on students’ violations in the international students’ apartment shall be made by the School of International Education and Exchanges/ International Student Affairs Office according to the regulations and relevant stipulations of the university and reported to the Department of Teaching Affairs, the Graduate School or related higher authorities for filing.
第五章附则
Chapter Five Supplementary Provisions
第二十九条因实际工作需要，经国际交流学院（留学生工作办公室）批准入住留学生公寓的其他人员，适用本办法。
Article 29The regulations apply to other personnel who are approved to lodge in the international student apartment at actual demand by the School of International Education and Exchanges/ International Student Affairs Office of Northeast Forestry University.
第三十条本办法中未涉及的影响公寓正常安全秩序的其他行为，参照学校及国家的相近条文或有关规定予以处理。留学生在公寓的表现与留学生的评优、考核以及奖学金评审相挂钩。
Article 30Other behaviors which are not covered in the regulations but affect normal safety order of the apartment shall be dealt with by referring to similar articles at NEFU and the relevant stipulations in China. The international students’ performance in the apartment is linked up with the students’ appraisal, assessment and scholarship appraisal.
第三十一条本办法有中英文两个版本，具有同等效力，由学校国际交流学院（留学生工作办公室）负责解释。
Article 31 The regulations are formulated in both Chinese and English versions and both are of the same effect. School of International Education and Exchanges/International Student Affairs Office of Northeast Forestry University has the final right to make an explanation of the articles in the regulations.
第三十二条本办法自发布之日起施行。
Article 32 The regulations take effect as of the date of promulgation.
